The Membership at RSAOI will be of the following types :-

Permanent Members

 

All Army, Navy & Air Force officers permanently posted at Bangalore will become permanent members after submission of membership applications and obtaining membership card from RSAOI. The applications of such officers will be forwarded through their messes duly recommended by their OC unit. Their membership will cease once they are posted out/retired from service. All permanent members will obtain clearance from RSAOI, prior to their SOS from their Units. The Executive Committee, based on the vacancies, may consider applications from serving officers of Navy and Air Force who are permanently posted at Bangalore.


Associate Members

 

The following category of officers are eligible for associate membership:-


1.

Retired officers of Army who are in receipt of pension from the Defence Department and residing at Bangalore.

2.

Released/Short Service commission Officers of Army having minimum ten years of unblemished commissioned service to their credit and residing at Bangalore subject to availability of vacancies.

3.

Retired officers of Navy and Air Force, if residing at Bangalore, on recommendation of Executive Committee, subject to the availability of vacancies.

4.

Widows of officers residing in Station, until they remarry.


Life Members

 

Life Membership (Army) be given to serving Army offrs who seek Life Membership (Army) irrespective whether a resident of Karnataka or outside the jurisdiction of Karnataka but residing in India.  The deposits and subs are same like for the associated members.  On retirement, the offr concerned to submit copy of PPO and photograph in civil dress.  If the Life Members (Army) are not utilizing the RSAOI facilities they will be levied cover charges as per the existing rates.

 

Civilian Gazetted Officer Members

 

CGO Membership be given to Class I officers who is serving under the aegis of HQ K&K Sub Area.  CGOs will submit a letter from the Head of the Dept stating that the establishment is under Command of HQ K&K Sub Area along with the following :-

 

1.

Application duly countersigned by CO/Head of Org routed through HQ K&K Sub area.

2.

Stamp size photo.

3.

Movement/Transfer order.

4.

Certificate to the effect that he will relinquish his membership on being posted out of Unit/Org within the jurisdiction of HQ K&K Sub Area or on retirement.


Temporary Members

 

Serving officers of the Army visiting Bangalore, either on leave or on temporary duty may avail the RSAOI facilities by obtaining temporary membership of the RSAOI. Visiting Serving/Retd Offrs staying in Sub Area Mess accn and Retired officers staying in the Retired Officers Transit House (ROTH) during their stay may also avail the RSAOI facilities as temporary members. This facility may also be availed by serving Navy and Air Force officers visiting Bangalore on leave/temporary duty.

 

Separated Family Members


Wives of the serving Army officers staying in Bangalore in Govt Qtr/own house while their husbands are posted to a Field area or for the education of their children may obtain RSAOI membership during their stay in BANGALORE. The membership will however be obtained by offr concerned in the name of the spouse.

 

Lady Members (Officers Widows)

 

Widows of officers, settled in Bangalore, and in receipt of the pension from defence department, are eligible to obtain RSAOI membership after submitting the application and relevant documents. The Committee will approve such applications.

 

Senior Citizen Members

 

Senior Citizen membership will be given to an officer who attains the age of 70 yrs.  Senior citizen is required to pay 50% of the RSAOI subscription.  Members above 80 yrs will be granted Sr Citizen membership and are required to pay Rs 50/- per month to cover for staff bonus and gratuity.  In the event of the demise of a Senior Citizen, all privileges applicable to him will pass on to his spouse.  The widow of the affected Senior Citizen member is required to apply for the transfer of membership in her name by submitting two stamp size photographs and a copy of death certificate for the subject membership card in her name.  The committee will approve such applications.

 

Gallantry Award Winner Members


Decorated Service Officers (Chakra Services only) will be considered for Gallantry Award Membership. Subscription will not be charged for this category. However they will pay Rs 50/- per month to cover for staff bonus and gratuity. The committee will approve such applications. Affected officers shall apply to Secretary RSAOI on a plain paper enclosing a Xerox copy of the citation. Eligible awards are listed below :-

Honorary Members

 

Honorary membership may be given to a highly reputed civilian gentleman and to any senior retired official for a period up to one year at a time, which can be extended. Such gentlemen will be issued with Honorary membership card and will be allowed to avail RSAOI facilities subject to the restriction laid down under these rules.

 

Station Members


Army Officers attending courses at local Training Establishment are eligible to obtain station membership of the RSAOI during their stay at Bangalore. Couse officers will forward their applications through their Training Establishment with full details of the course. The responsibility to collect their subscription and dues will be that of the Trg Est.  The Committee may also consider grant of RSAOI membership to serving Officers of Navy and Air Force, undergoing courses at their respective establishments at Bangalore. Such applications are required to be forwarded by their Training Establishments.

 

Individual Members

 

Individual membership shall be granted only to the offrs who are posted to establishments which do not have an offrs mess, on payment of refundable deposit of Rs 3000/- plus usual subscriptions.

Out Station Members

 

Army officers who are settled in other towns/cities in Karnataka will be eligible for Out Station Membership on submitting valid proof of residence besides other required documents.  However, they will be levied a cover charge of Rs 100/- per month, if they do not utilize the facilities of RSAOI during the month.

 

Affiliated Club Members

 

RSAOI Bangalore is affiliated to all Army Offrs Institutes in Southern Command and those with whom MOU has been entered into on reciprocal basis. 

 

Ceiling on RSAOI Membership

 

The RSAOI membership shall be restricted, considering the strength that can be efficiently catered for, to a ceiling decided by the Executive Committee. Presently it is 4000. Consequently, a waiting list shall be maintained and fresh members will be admitted subject to the vacancies.

 

Subscription

 

All members are required to pay the membership deposits, credit limit deposit and monthly subscription as decided by the Committee from time to time. At present the subscriptions are as under :-

7.   Affiliated Members


Officers who are the members of the affiliated institutes will be charged Rs.50/- per day as affiliation charge by the institute visited. However, the following rules will be enforced in respect of such officers :-


(a)

All transaction will be through RSAOI Smart Card only.

(b)

Membership card from the parent RSAOI will be on person for identification. Such officers will report to the Secretary/manager on arrival.

(c)

This concession is valid for a period of one month at a time.

Two stamp size photographs for preparation of membership card.

Leave certificate/Movement Order and identity card will be shown at reception for temporary membership.

CGOs


A letter from the Head of the Dept stating that the establishment is under Command of HQ K&K Sub Area along with the following :-

Application duly undeRSAOIgned by CO/Head of Org.

4.

Certificate to the effect that he will relinquish his membership on being posted out of Unit/Org within the jurisdiction of HQ K&K Sub Area or on retirement.

 

Separated Family Members

Membership Card

 

Members/dependents visiting RSAOI are obliged to carry their RSAOI membership card, which is subject to check at any time, by the staff of RSAOI/ Executive Committee members. The following type of membership cards will be issued after approval :-


Dependent


1.

“Dependent” would include spouse, unmarried/unemployed daughter/son up to the age of 25. They will be in possession of dependent card for entry into RSAOI.

2.

Parents will not be dependents.

3.

Divorced/widowed daughter is not a dependant.

4.

Admission to RSAOI.   Members and dependents will carry Membership Card in person on visiting RSAOI. They may be asked to show the Membership Card to prove their bonafides. Persons not carrying Membership Card may be asked to leave RSAOI premises.


Guest


1.

Only primary members are eligible to bring minimum Class 1 status guests, to the RSAOI.

2.

Member’s dependent children are not permitted to entertain guests in the RSAOI. However a members spouse may bring guest as per restriction under RSAOI Rules.

3.

Foreign guests are not permitted unless cleared by Directorate General of Military Intelligence (DGMI).

4.

Member’s parents, relatives and children over 25 years of age are treated as guests.

5.

Members may invite four guests at a time, not exceeding twice a month. Eight guests can be invited in a month. Any one guest should not visit the RSAOI more than twice a month.

6.

Members are requested to sign guest chits and register their guests at the reception counter before entry into the RSAOI. Failure to do so would attract penalty of six times the actual charges.

7.

Members are forbidden to bring a person as a guest whose RSAOI membership is suspended or terminated or any person WITH poor reputation.

8.

Under excise laws civilian guests cannot be entertained with alcoholic drinks.

9.

The concerned member shall ensure that his guests observe the dress /discipline/ regulations of RSAOI in letter and spirit.

10.

Right of admission into RSAOI is reserved. The Management/Executive Committee may deny admission to any guest without assigning any reason thereof.

11.

Dependents other than spouse are not entitled to draw liquor from Bars.


Guest Charges

 

Guest charges payable by the members are Rs.50/- per guest on Week days and Rs.100/- on Fri,Sat and Sunday. Subject to revision.

 

Resignation of Membership

 

A Member is required to give prior notice in writing to the Secretary indicating the date of resignation. He must clear all dues of the institute before resignation.

 

Suspension of Membership

 

In all cases of unbecoming conduct, violation of rules, non-payment of dues and allied lapses on the part of any member, the Chairman/Patron without assigning any reason shall have absolute power to suspend/terminate his RSAOI membership. Serving of Show cause notice is not mandatory since the Defence Services Regulation governs the membership. Should a member decide to take up his grievance to a Court of Law he will be doing so at his own risk.

 

Termination of Membership

 

The membership of the Institute shall stand terminated on account of any of the following reasons:-


1.

Voluntary resignation through a letter addressed to the Chairman.

2.

Members being adjudicated insolvent.

3.

On being dismissed from the Armed Forces or the fact of dismissal not being disclosed while applying for membership.

4.

On being found guilty of an offence involving moral turpitude, misconduct, and violation of rules/bye laws and for un-officer like conduct.

5.

Member found guilty of willful refusal or neglect to comply with the rules of the RSAOI, or misconduct prejudicial to the other members of the RSAOI.

6.

At the discretion of the Executive committee without assigning any reason after seeking the prior approval of the Chairman.

7.

For behaviour which is blameworthy/ unbecoming of his position and status as serving or retired officer.

8.

If there is a complaint against a member of any nature, which offends the accepted rules of social behaviour from moral/ethical point of view.

9.

Any act done by a member, which is prejudicial to good order and military discipline.

10.

Disgraceful conduct by a member or his dependent, which is cruel, indecent or of   unnatural kind, including drunkenness and ill treatment of staff of the RSAOI.

11.

Using harsh, abusive or violent language to other members and staff.

12.

Members acting in such reckless manner which tantamounts to fraud. It is to include the act as well as an attempt at such an act. Some of these are given below :-

 

(a)

Failure to pay the RSAOI bill despite reminders/notices.

 

(b)

Using RSAOI card which is in the name of other members.

 

(c)

Bringing guests without signing guest register.

 

(d)

Fake membership card or using other Membership Card.

 

(e)

Selling liquor etc.

 

(f)

Giving wrong information in the application form for RSAOI membership.

13.

The approval of the Chairman on the recommendations of the Executive committee, in all such cases, shall be final.


On approval of the membership, the officers/dependants will collect respective cards from the Secretary RSAOI after signing on the register for record.

 

Readmission of Membership


Chairman may consider re-admission of a member, whose membership stands terminated for any reason, other than permanently terminated after a minimum lapse of one year on specific recommendations of the Executive Committee.

 

1.

Individuals ceasing to be members for non-payment of RSAOI bills shall be considered for readmission as member provided sums due from them to the institute have been fully paid.

2.

The individual shall be eligible for re-admission as a new member on fresh application after payment of subscription fee prescribed in this regard.
